Should I tell him how I feel?

And I've known him for about 6 years... We've always been friendly towards each other even a tad bit flirty like he always hugs me and has even kissed me on the cheek =D. but I never paid it any mind til now. Because at that particular time I had a boyfriend and he had a girlfriend. His gf even felt like we had more going on between us but anyway. that was years ago and now that he has moved back to our hometown out of nowhere I have caught feelings for the guy. And I really want to tell him how I feel because it has gotten to the point where he is my last thought on my mind before bed, I even listen to corny love songs and create scenarios of us up in my head. But its one problem keeping me from spilling the beans............... HIS COUSIN! his cousin is the reason we even met because they moved on my street right next door to be exact. And his cousin USE to like me but I neverrrrr liked him. And Im afraid that if I tell the guy im crushing on my feelings for him that he'll reject them because of his cousin OLD feelings for me. Keep in mind he hugs me and kisses me on the cheek even tries to talk privately and joke around it's quite innocent but I fell for him. Should I tell him? Do you think he feels the same way back towards me?????
